Organization

The State Colorado Works office is organized into three areas of program responsibility and oversight. For further details about these sections, including contact information for each manager, please see below.

 

Eligibility and Program Integrity Section

 

John Roybal, Manager

 

This section supervises the ongoing development, implementation and interpretation of eligibility regulations and rules for the Colorado Works Program. Section staff perform fraud detection and prevention activities, monitor for program compliance through quality assurance and quality control functions, and provide statutory guidance and technical support to County Departments of Humans/Social Services  and other external consumers.

 

Policy, Planning, Research and Evaluation Section

 

Dan Daly, Manager

 

This section supervises all fiscal and legislative aspects of the Colorado Works Program, while providing customers with evaluation data and relevant research. Section staff help to coordinate county policies, prepare fiscal and program reports as required by the federal government, and respond to the General Assembly on the impacts of proposed legislation. In addition, section staff oversee the yearly allocation of county TANF block grants and offer technical assistance and research support.

 

Program Development and System Innovation Section

 

Mary Roberto, Manager

 

This section supervises all of Colorado's initiatives under the national Temporary Assistance for Needy Families (TANF) program related to healthy relationships/marriage, responsible fatherhood, workforce development, and mandatory performance measures such as the federal Work Participation Rate (WPR). Section staff are tasked with delivering training to Colorado's community and county partners, developing the Division's website, providing oversight for the Statewide Strategic Use Fund  (SSUF), and identifying systems issues for county users.
