IV-E Waiver Oversight Committee

The Federal Foster Care Program helps to provide safe and stable out-of-home care for children until the children are safely returned home, placed permanently with adoptive families or placed in other planned arrangements for permanency. The program is authorized by title IV-E of the Social Security Act.

The Child and Family Services Improvement and Innovation Act provided the Department of Health and Human Services (HHS) with authority to approve up to 10 title IV-E child welfare waiver demonstration projects in fiscal year (FY) 2012–2014. These demonstration projects involve the waiver of certain requirements of titles IV-E and IV-B of the Social Security Act.  The Colorado Department of Human Services, Division of Child Welfare Services was awarded a Title IV-E Demonstration Waiver on October 23, 2012 by the Children’s Bureau.

While waiver demonstration projects do not provide additional funding to carry out new services, they allow more flexible use of Federal funds in order to test new approaches to service delivery and financing structures. It is anticipated that this flexibility will result in improved outcomes for children and families involved in the child welfare system, while remaining cost neutral to the Federal Government.

The Colorado Title IV-E Waiver is a five-year project. All 64 counties will participate in the waiver, with some becoming more active earlier in the waiver than others, and with each county having the option to target its waiver interventions most appropriate for its population and community environment. Family Engagement will be statewide by the end of the five years. Trauma-Informed Assessment and Trauma-Informed Treatment will be statewide beginning July 1, 2014. Counties/regions will implement Permanency Roundtables and Kinship Supports as they are able.

The IV-E Waiver Steering Committee members are working together to help the State acheive the goals and objectives outlined in approved the IV-E Waiver application. Click HERE to learn more about the Title IV-E Waiver Demonstration Project.
