Prevention services are a high priority for the Colorado Department of Human Services. Funds were appropriated to enhance prevention services for families at risk of entering the child welfare system, allowing for CDHS and Nurse-Family Partnership (NFP) to augment existing programs and build a partnership with child welfare agencies and other child abuse prevention programs. Funding was appropriated for Community Response Program (CRP) and to establish nine SafeCare sites. The funds will help develop a referral process, business rules, and the policy and operating framework to bridge public health and human services. The funds will also enable coordination, system navigation, training and evaluation of the service delivery to determine what changes are needed to make child abuse prevention services and child welfare services more efficient and more effective.
The Prevention Steering Committee (PSC) was formed and held their first meeting June 21, 2013. Nurse-Family Partnership (NFP) and the Kempe Center are partnering with CDHS and have provided educational materials on how other states have implemented NFP, SafeCare and the Community Response Program.
Regional informational summits on Nurse-Family Partnership, SafeCare, Core Services and Community Response Programs were held in June 2013. Approximately 150 attendees participated in the event. The SafeCare subgroup met on July 9th to review application criteria to be a participating site. NFP has implemented weekly planning meetings which include CDHS staff.
Additional funding for Core services was allocated for in-home family supports and prevention services provided through the Core Services Program. The request focuses on keeping children safe in their homes and providing increased support to parents and families that are struggling to remain together safely. The Child Welfare Allocation Committee voted to distribute the money to counties under the existing Core services allocation formula. The Core services program was also provided funding for a 2% provider rate increase.
