The Colorado Children's Code (C.R.S. 19-3-211) requires the State Department of Human Services, with the State Attorney General, to adopt rules to implement and monitor a statewide grievance process to address child welfare complaints, related to employee conduct, in performing his/her duties, related to Title 3 of the Colorado Children's Code.
Each county, and city and county, is required to submit an annual report by July 31 of each year. Along with grievance data for the state fiscal year, each county is to provide the Department a copy of its county grievance policy and provide a list identifying the Citizen Review Panel members.
