Trauma Treatment & Veterans Services

Jail Diversion and Trauma Recovery – Priority to Veterans Grant (JDTR) is a jail diversion program focusing on veterans with Trauma Spectrum Disorders (i.e. Post-Traumatic Stress Disorder (PTSD), Major Depression, Anxiety Disorders and co-occurring substance use disorders). The program connects veterans to behavioral health treatment and recovery support services to promote healing and redirect them from county jail and/or the state prison system. As part of the JDTR the first Veterans Trauma Court (VTC) in Colorado was established on December 17, 2009 in Colorado Springs. This endeavor was a collaborative effort with multiple community, state and local agencies, including the Fourth Judicial District (Judge Ron Crowder’s court, probation, Public Defenders, and District Attorneys), Mental Health America of the Pikes Peak Region, Veterans Administration Colorado Springs Community Based Outpatient Clinic, Aspenpointe Behavioral Health Group, National Organization on Disability, Colorado Departments of Labor and Employment and Public Safety just to name a few. As part of the Colorado Springs Veterans Trauma Court a Peer Specialist program has been developed. A peer specialist is a volunteer veteran who provides on-going peer support to the participant while she/he goes through the court process. They will help facilitate access to services and monitor the progress of the VTC.

It is a five year $2 million dollar federally funded grant from the Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services.

State Law Passed

On Friday morning, April 16, 2010, Colorado Governor Bill Ritter, Jr. signed into law House Bill 10-1104. This bill, sponsored by Representative Marsha Looper and Senator Suzanne Williams, will allow other judicial districts in Colorado to establish Veteran Treatment Court programs, and will also enable the State Court Administrator to pursue funding should it become available in the future.
