Definition
Large scales are:
- Scales with capacities 1001 lb and up
- Belt conveyor scales
- In-motion railroad track scales

Small Scale
Scale and Meter Licensing & Inspection
Commercially used scales, moisture meters, textile meters and cordage meters must be licensed. ICS multiple inspectors test all licensed scales and meters annually.
Requirements
Legal for Trade Devices
Commercially used scales and meters must be legal for trade. A legal for trade device must generally have a Certificate of Conformance issued by the National Type Evaluation Program (NTEP). Most scale companies will be knowledgeable regarding whether a device is legal for trade. The Measurement Standards office may be contacted with any questions regarding legal for trade status.

Specifications and tolerances for devices, as well as general and user requirements are in Handbook 44 published by the National Institute of Standards and Technology.
Other Commercially Used Devices
Although only scales, moisture meters, textile meters and cordage meters must be licensed, many other devices are used commercially in Colorado, including:
- Meters used for various liquids and materials, including milk meters, water meters, mass flow meters, petroleum products, anhydrous ammonia, etc.
- Tanks and containers used for various liquids and materials, including milk, petroleum products and produce.
- Odometers, taximeters, and timing devices.
Specifications, tolerances and other requirements for many of the commercially used devices above are in NIST Handbook 44. Inspections and investigations of commercially used devices conducted by the Measurement Standards Section include many of the devices listed above, although not necessarily on a routine or scheduled basis.
