The Colorado Commercial Feed Law and  Colorado Pet Food Labeling Rules and Regulations lists specific information that is required on animal food/treat labels. 

A sample format for a horse treat label is as follows:

 PRODUCT NAME

PURPOSE STATEMENT & CLASS OF HORSE
(e.g. "A Treat for All Classes of Horses")

GUARANTEED ANALYSIS
Crude Protein (minimum)......%*

Crude Fat (minimum)..........% *

Crude Fiber (maximum)........% *

INGREDIENTS
(List the individual ingredients
in descending order of predominance.)

FEEDING DIRECTIONS

STATEMENT OF RESPONSIBILITY
(MANUFACTURER NAME & MAILING ADDRESS)

NET WEIGHT

*Have your product(s) analyzed at a commercial feed laboratory to determine these values.

  

When you have the results of the laboratory assays on your product(s) for protein, fat, and fiber, I would recommend the actual values found be slightly altered so that the product(s) has no problems in meeting the guaranteed amounts. To do this, drop the % of protein and fat found by approximately .5-1% in order to allow for variance in the ingredients and to reach the minimum guarantees.  Take the % of fiber found and increase this value .5-1% to enable the product(s) to make the maximum guarantee.

 

When you have a label(s) draft available, submit it with the Commercial Feed Registration Application , Small Package Distribution Report and appropriate fees.
