A statewide system requires the training of a large number of users. Given this, the Train-the-Trainer method of instruction was adopted. Starting in May 2009, individuals from each agency and higher ed institution were provided user training on Contract Insight (CMS) and provided materials in which to go back to their own departments and develop a training plan for their staff. Those needing training should contact their Single Point of Contact. Periodically, more centralized training will be offered and posted here for interested users to register and attend. Weekly remote sessions utilizing GoToMeeting continue to be held in order to provide more timely assistance to those having specific questions or to go over general use of CMS. Interested agency and IHE users should contact Brenda Lujan in the Office of the State Controller for further information on the remote assistance. Contract Management, CMS field completion and overall project management are areas handled within each agency and IHE in accordance with OSC requirements but also in accordance with each entity's own internal processes and procedures. A number of departments have used the passing of SB 07-228, and implementation of CMS, as a time to review and update current contracting processes or to formalize various guidance documents into a more comprehensive procedural manual. A few of these entities have agreed to share the results of their research with the greater statewide contracting community in an effort to assist other departments as they create their own internal processes. The OSC supports this information exchange as a way to instill best practices in contract management and CMS use.

State agencies and IHEs are encouraged to learn from other state departments. To help facilitate an exchange of information, and assist in creation of best practices in contract management/monitoring within all state departments, the following documents are made available for use. In consideration for the effort put into creating each of these documents, users are asked to give credit where credit is due and contact the specific agency with any questions or need for clarification.
